I would start John McCain's art education by exposing him to the Hudson River School art movement of the 19 century. Not only was this movement fundemental in founding a truly american painting tradition, but it exposes the deep connection between artistic movements and social change. The romanticizing of the american landscape fundementally changed the relationship between the individual and his/her environment. It sparked the national parks movement. It also sparked one of todays greatest economic industry- travel and tourism.
I would begin John's art education with some history as to how art helps stimulate the economy, how art education teaches children to think creatively and help them to be better at whatever they choose to do in their life careers, how fine art sales out-value much of the many things that are sold in our economy, and also the many jobs created in the arts for citizens of the United States, from creating and selling art supplies to the economic boost through cultural events in both big cities and small towns across our great nation.
